ICA medical examination

Student Pass Medical Examination in Singapore

Not every student needs one. ICA's instruction is to submit a Medical Examination Report "if applicable" — your In-Principle Approval letter says whether it applies to you. If it does, the examination is short: a chest X-ray and an HIV test, completed on-site in a single visit.

Read your IPA letter before you book

ICA's own words are careful: before the Student's Pass can be issued you must acknowledge the Terms and Conditions form and submit a Medical Examination Report “if applicable”. Your Student's Pass will only be issued if you meet all the requirements stipulated in the IPA letter.

Some students do not need a medical examination at all. Others have had one within the last two years and may be able to declare it instead. Read the letter first.

What the Student Pass medical check-up tests

Two certifications. That's the whole examination.

The doctor certifies that you have undergone a chest X-ray, and indicates whether any evidence of active TB was detected.

Yes — evidence of active TB No — no evidence detected Exempted due to pregnancy

HIV test

The doctor certifies that you have been tested for HIV, and records the result. Testing done in Singapore may use either a rapid or an ELISA test.

Positive Negative / non-reactive

The current form has no separate physical examination section. The doctor also records their name, MCR number, signature, clinic stamp, address and telephone number. Source: ICA — Medical Examination Report form. A Chinese-language guide to the form is also published by ICA.

The rules printed on ICA's form

They matter more than anything a clinic website tells you, and reports that ignore them are rejected.

  • The examination may be done by any registered doctor at a medical clinic licensed to carry out such tests.
  • Renewal applicants must have the examination done in Singapore. Other applicants may have it done in their home country or place of residence.
  • The report will only be accepted if submitted within 3 months of its issuance — so don't have it done too far ahead.
  • You may be able to declare a medical report submitted to ICA or MOM within the last two years instead of repeating the examination.
  • All fields must be duly completed. No additional remarks are allowed, and reports which do not meet ICA's requirements will be rejected.

The form also carries a warning: it is an offence under the Immigration Act to make any false statement, representation or declaration.

Student Pass medical examination FAQs

Is a medical examination always required for the Student's Pass?
No. ICA's wording is precise: before your Student's Pass can be issued, you must download and acknowledge the Student's Pass Terms and Conditions form, and submit a Medical Examination Report — "if applicable". Your In-Principle Approval letter sets out the requirements for your case. Read it before booking anything.
What tests are in the Student Pass medical examination?
Just two. ICA's Medical Examination Report form asks the examining doctor to certify a chest X-ray — indicating whether there is any evidence of active tuberculosis — and an HIV test result, recorded as positive or negative / non-reactive. There is no separate physical examination section on the current form.
Do I need to repeat the medical if I had one recently for another pass?
Possibly not. ICA's Medical Examination Report form contains a declaration for applicants who have already submitted a medical report with the same information to ICA or MOM not more than two years ago, when granted another pass. Students renewing a Student's Pass, or moving from a Dependant's Pass, should check whether this applies to them before booking. Confirm with ICA.
How long is the Student Pass medical report valid?
ICA's form states the report will only be accepted if submitted within 3 months of its issuance. Don't have the examination done too far in advance of your formalities appointment.
Can the medical examination be done overseas?
ICA's form states that renewal applicants must have the examination done in Singapore. Other applicants may have it done in their home country or place of residence.
Who can perform the Student Pass medical check-up?
ICA's form states it may be done by any registered doctor at a medical clinic licensed to carry out such tests. The doctor records their name, MCR number, signature, clinic stamp, address and telephone number.
Is the form available in Chinese?
Yes. ICA publishes a Chinese-language guide to the fields on the Medical Examination Report form, and a Chinese guide to the Student's Pass Terms and Conditions form. Both are linked in our sources below.
Do I need to be in Singapore to complete the formalities?
Yes. ICA requires you to be in Singapore on a valid immigration pass for the completion of formalities. If you need a visa to enter, it is automatically included in your IPA letter — present the IPA at the checkpoint and you will be granted a Visit Pass.
Where do I complete the formalities?
At the ICA Services Centre, 2 Crawford Street, Level 3, Singapore 207218 — strictly by appointment. Alternatively, your school may arrange an offsite enrolment, in which case they will tell you the date, time and venue. If no offsite enrolment has been scheduled, you must book an appointment with ICA yourself.
What does the Student's Pass cost?
A S$60 issuance fee, plus S$30 for a Multiple Journey Visa where applicable. The medical examination is a separate cost, paid to the clinic.
Will I receive a Student's Pass card?
No. Since 27 February 2023, ICA issues the Student's Pass in digital form only. After completing formalities you'll receive an email about retrieving it from FileSG. It can be viewed on the Singpass app after three working days, or downloaded from MyICA or FileSG.
Do I need to fast for the medical check-up?
No. Fasting is not required for a chest X-ray or an HIV blood test.
What should I bring to the appointment?
Your passport, ICA's Medical Examination Report form, and all documents listed in your IPA letter. The form asks for your name exactly as it appears in your passport.
Can I work on a Student's Pass?
Foreign students holding a Student's Pass may work provided specific requirements set by the Ministry of Manpower are met. Check MOM's website for the current conditions.
Is the Student Pass medical examination subsidised?
No. It is not covered by CHAS, Healthier SG or other national subsidy schemes.
